In an effort to discover and support young creators with a prospective future in the world of Animation and Film, we are calling for original Animation entries for the “Digital Creators Contest” of the 13th Animation Kobe.

Please note submission regulations at point 2 below. We are looking forward to receiving Original Animation brimming with youthful freshness, created with passion and filled with creative sensibility.

Short listed works from the last 2 years are currently displayed on our webpage. Again, this year we are planning to provide web-streams of short listed works on our webpage.

Please note several changes to submission regulations, such as:
- Length of submitted works (previously no longer than 10 min, now: no longer than 7 min 30 sec)
- Opening / Ending (previously no regulations, now “no opening and no ending” principle)

Entry Form for Animations to be submitted

1. Entries

Theme:Open (Animations should be fun to watch and refreshing)

Length of Work: Animations must not exceed a running time of 7 1/2 minutes (= 450 seconds)

* As a principle, submitted works should not have opening or ending titles. In case of an opening coming together with the piece’s title or an ending title appearing conjointly with the final chords of the piece, either should not exceed 10 seconds.

* Exceptions are accepted in cases where the opening / ending title itself is the actual work (e.g. an opening title that suggests a main part, but in fact constitutes the submitted work). In such cases, openings and endings may exceed 10 seconds. Don’t hesitate to ask us about unclear cases (find our contact at the end of this document).

* Any works within the stipulated time frame will be accepted, regardless of how short they are. In all cases, the submitted work has to be an Animation.

2. Submission Regulations

Requirements for Entry:
All of the points listed below must apply in order for submission to be accepted.

(1) There is no restriction on production techniques (such as cell animation, CG, clay) or software, but the submitted work must be clearly “Animation”.

* Please understand that works which can not be considered Animation, such as photo slideshows etc., are not eligible.

(2) The submitted works must not have been produced as commercial Animation.

* Also original Animations that have been submitted before to “Animation Kobe” as well as works that have already been awarded at other festivals etc. are not eligible.

(3) Works shall be presentable in public, should be fun to watch and have a refreshing impact on the audience.

* “Fun to watch” will be the standard criteria for the jury. You should keep that in mind while creating your work.

(4) Animations must have been produced (completed) after October 2nd, 2007.

* Works should have been produced (completed) after the submission deadline for the previous Animation Kobe (October 1st 2007; in case a piece was completed before this date but could not be handed in in time, entry is accepted).

Qualifications for participation:
No restrictions on age, gender, nationality, professional/amateur. Individuals or groups (including companies) may participate.

* In case of group work, please attach a stuff list containing full names and production functions of all contributors (no format requirements of staff list)

3. Submission Procedure / Submission Deadline / Address

Submission Procedure:

Please fill out the necessary items on the “Entry Form” (In case of group work, please attach a stuff list containing full names and production functions of all contributors) and submit your work in one of the formats according to point 1 or 2 below.

* For either submission format, please write the title of the work clearly onto the medium (same title as written on the entry form), and send 2 entry forms and 2 data media for each entry to the address below, or hand them in personally.

* Multiple entries per person/group are possible. In case of data media containing more than one entry, please add a list etc to avoid confusion with titles of works and production references (please apply this method in case of submissions by school class etc.).

(1) Entries submitted as movie files on DVD-R or CD-R should meet the following requirements (file size must not exceed 1 GB per entry)

*1  One Files should be uncompressed or compressed with one of the following:
- standard Windows codec
- codec working with Quick Time installed on a Windows System
- standard Macintosh codec
Format must be “Avi file,” “Wmv file,” or “QuickTime file.”
*2  Please write the compression format clearly onto the submitted work.
*3  Media files submitted on DVD+R/RW, DVD-RW, DVD-RAM and CD-RW as well as disks recorded as Packet Writing can not be accepted.

(2) Works submitted as DVD-Video format on DVD-R

*1  DVD-VR format (“VR-mode”) can not be accepted.
*2  DVD-Video format on DVD+R/RW,DVD-RW,DVD-RAM can not be accepted.

(Note) If you are unable to provide either 1 or 2 of the above, we accept your submission on Mini-DV tape (except for tapes recorded in HDV format). Please note that due to data conversion, originally intended tone, color etc. might be altered, which might cause negative results in the judgment.

4. Competition and Awards

Competition:

- Head of Jury: Akitaro Daichi (Animation Director)
*Works: “Ojarumaru”, “Nurse Angel Ririka SOS”, “Fruits Basket”, “Jubei-chan” TV series, “Now and Then, Here and There” and others.

- The competition will be carried out by the organizer and consists of 3 stages:
1. Short list
2. Selection of nominations
3. Finals: will be announced on November 2nd, 2008 at the 13th Animation Kobe Digital Creators Award

Announcement and notification of competition results:

- Contestants will be notified directly if their work is chosen to compete in the Finals.
(The contestant will be contacted according to the information provided on the entry Form. Please note that if contact can not be established within a certain amount of time, the nomination may be cancelled.)
- Nominations will be announced during October 2008. Results of the Finals will be announced after November 2nd 2008 on the homepage of Animation Kobe.

Awards:

- Awards and certificates will be presented at the award ceremony of the “13th Animation Kobe Digital Creators Award”.

- Award winning works will be selected out of the nominated works in the Finals, which will take place at the “13th Animation Kobe Digital Creators Award” and will be made public at the award ceremony. Since the winners will be announced by the head of the jury (Director Akitaro Daichi), we kindly ask all participants, if possible, to be present.
* Please note that we can not cover any travel expenses.

Policy for Handling of submitted work

1. The ownership and copyright of submitted work remain with the creator. However, the competition organisers; Executive Committee of Animation Kobe, Kobe Digital Contents Council, and Kobe City Hall, reserve the rights to use submitted work for the purpose of display over the internet and in related promotional events.

* Once the Contest Administration Office receives an application, the organisers gain rights to adapt, reproduce, show, make it transmittable and right of public transmission.

2. In the case of the organisers using submitted material, organisers may ask for minor variations to be made. The screen size and layout of submitted material may be changed by the organisers at the organizer’s discretion.

3. Applications must not use third party material and/or infringe copyright. If the work or comments therein are deemed by the organisers to have; used personal information (including real names), violated the privacy of others, infringed intellectual property rights, or included publicly offensive material, the organisers reserve the right to remove the submission from the competition or to delete relevant material.

4. Please note that submitted material will not be returned to the applicant.

Policy for Handling of Personal Information

Personal information provided on the “Entry Form” will be handled in an appropriate manner according to Kobe City’s Personal Information Protection Regulations and appropriate measures will be taken to prevent information being leaked.

Purpose of use

1. To establish contact with applicants in point to be checked
2. To establish contact with applicants regarding notification of winning a prize or details of awarding ceremony
Personal information provided will not be used for anything other than the purposes stated above. However, when permission is given by the applicant, personal information provided may be used for other purposes. In which case the personal information will only be used for the specific purpose an applicant has given permission for.

Providing information to a third party

Personal information provided will only be used within the departments listed below, which require the information. The information will not be used or shown elsewhere to a third party unless there is permission given by the applicant or in legally permit able circumstances, however, it excludes it when sharing as follows.

Deposit of Personal Information

In relation to personal information provided, this information may be processed by a third party within the boundaries of the purposes of use.

Regarding the display, correction and deletion of submissions

If the applicant requests to make changes regarding their personal information being shown, changed, or deleted, Animation Kobe Executive Committee Administration will confirm that the request is being made by the applicant himself/herself then proceed to take action. In such a case, please contact the Animation Kobe Executive Committee Administration Office (Tel: 078-322-5042)

Regarding the “Entry Form”

If the prerequisites for the “Web Animation Contest Entry Form” have not been fulfilled, or if the applicant does not (indicate that they) agree to our handling of personal information policy, the submitted work will not be considered for competition.
